PUBLIC comment on a proposed Yanchep city centre precinct structure plan is open for about another four weeks.

The Yanchep city centre proposal takes in an area west of Marmion Ave (omitting Splendid Park) to the Yanchep rail line and St Andrew Dr in the east and from Yanchep Beach Rd in the south to Toreopango Ave in the north.

Prepared by CLE Town Planning + Design for Yanchep Beach Joint Venture the proposed Yanchep city centre precinct structure plan (PSP) said the area of about 210ha would accommodate a diverse range of retail, commercial, service, cultural, leisure and educational uses supported by high-density residential development in an attractive urban setting.

The PSP proposes mid-rise and high-rise development of up to 30 storeys in the city centre with mid-rise and high-rise residential in mixed use zones along with terrace residential.

On of the maps in the PSP shows the proposed location of the new Yanchep fire station, a sliver of land owned by the City of Wanneroo and the site of an “approved justice centre”.

“Full development of the PSP area, particularly the city centre and mixed use zones in terms of built form and land use intensity is estimated to occur over a 50-year timeframe,’’ the PSP said.

“The PSP anticipates this by promoting staged development and redevelopment of sites to allow evolution to occur.

“Development of the PSP area will be staged in response to servicing and commercial considerations.’’

Stage 1 (the first five years) is proposed to deliver about 1042 dwellings within the residential zone, mixed development (e.g. residential, commercial, civic) in the central portion of the city centre zone and local parks and green links.

About 1146 dwellings are proposed for stage 2 (years 6-10) within the residential and mixed use zones along with a Catholic K-12 school on a site between Splendid Ave and the railway and a state school on a site west of Splendid Ave.

Commercial development in the existing service commercial area off Yanchep Beach Rd and in the mixed use zone is also proposed for stage 2 along with local parks and green links.

Mixed development (e.g. residential, commercial, civic) in the balance of the city centre zone is proposed for stage 3 (long-term 11 years plus).

In stage 3 – subject to the securing of tenant – development of a tertiary education precinct is proposed for the education precinct located south of Botanic Blvd.

Stage 4 (long-term 11 years plus) proposes mixed development (e.g. residential, commercial, civic) in the balance of the city centre zone beyond the stage 1 or stage 3 areas.

Development of a small stadium is proposed in stage 4 in the area south of Botanic Blvd and wets of St Andrews Dr.

This stage also proposes redevelopment of the station carpark and busport areas.

The PSP said vision for the Yanchep city centre was a dynamic, modern, mixed-use activity centre which:

  1. Provides a diverse and integrated range of commercial, retail, employment, health, education, recreation, sport and community land uses, acting as the primary focus for services and activity north of Joondalup;
  2. Integrates high density residential and non-residential land uses, and embraces changes in land use over time;
  3. Provides a robust, permeable and legible street network with a priority on pedestrian and cyclist amenity, and integration of transport modes;
  4. Concentrates highest intensity land uses within 400m of the railway station within a transit-oriented, urban environment;
  5. Facilitates a high standard of urban design on both public and private land to create a comfortable, safe, attractive and interesting environment for residents, employees and visitors;
  6. Promotes high-quality architecture and street-based, human-scaled built form;
  7. Incorporates a range of sustainability initiatives including sustainable transport planning, capacity for building reuse, integrated water management and encourage resource-efficient building initiatives; and
  8. Has a lively, unique and appealing character making it an attractive place for people to live, work, visit, invest, learn and recreate.

The PSP said the following specific objectives would support the delivery of the vision:

  1. Floorspace to accommodate 10,689 jobs at full development.
  2. Up to 67,177sqm of net lettable retail floorspace at full development.
  3. Fifty dwellings per gross urban hectare within 1200m of the railway station at full development.
  4. Tertiary education facilities including a university or TAFE campus, and complementary floorspace.
  5. Regional sporting facilities centred on a boutique stadium, and complementary floorspace.
  6. Complementary floorspace for the nearby Yanchep hospital site.
  7. Civic facilities and services with a view to a potential future municipal centre.
  8. Co-operative partnerships between the landowner and government agencies to anticipate and meet community needs and support the implementation of the PSP.

The City of Wanneroo said the advertising of the structure plan did not indicate any formal support of the proposal by the city or the Western Australian Planning Commission (WAPC).

Public comment closes on Thursday, October 1.
