Proposal to rezone some lots in the Two Rocks town centre

PUBLIC comment is open on a proposal to rezone some lots in the Two Rocks town centre from commercial to mixed use.

The lots are Lot 1 (37) Jordan St, Lot 2 (10) Lisford Ave, Lot 12 (47) Jordan St, Lot 72 (30) Australis Dr and part of Lot 9705 (8K) Lisford Ave.

An online traffic report by Premise for Blueport Development Management dated July 30 says the key finding is that the proposed amendment will result in significant traffic reduction of 453 vehicles per day – 53 vehicles per hour in morning peak and 125 vehicles per hour in afternoon peak.

The report says the lots are currently vacant.

“As of present, access to lots 1, 2, and 12 (is) provided by a local ungazetted access road (Astor Way) connected to Marcon St,’’ the report says.

“Lot 50 is accessible via Azzurra St and lot 72 is accessible by Lexcen Lane.’’

The Two Rocks town centre structure plan guides the development within the special use zone, which categorizes the lots as commercial.

The proponent wants to change the zoning for mixed use zones with medium density residential to facilitate the development of single houses or grouped dwellings on the sites.

According to the report the current commercial zoning assumed to be R160 allows for an estimated maximum yield of 282 dwellings.

“The proponent is looking to amend the zoning to mixed use that will likely facilitate single residential dwellings in range R30 (estimated 38 lots) to R60 (estimated 76 dwellings),’’ the report said.

“While the mixed use would allow for a range of commercial land uses, the most recent market analysis confirmed they would be unviable as the commercial land use is concentrated elsewhere – therefore, these will be excluded from the analysis.’’
