City to report on Beachside Pde traffic options by April

WANNEROO councillors have approved an alternative motion put forward by North ward councillor Sonet Coetzee for the city to develop suitable traffic management options for implementation in Beachside Pde and report to the council by April next year.

The motion seconded by North ward councillor Chris Baker also requested the city’s administration write to WA Police requesting ongoing enforcement of the 50kmph speed limit in Beachside Pde.

Also the motion noted the implementation of an earlier resolution by the council was still awaiting completion of the road network and the Yanchep rail station before it could be actioned.

Acknowledged in the motion was that full movement access onto Marmion Ave was not provided at all connecting road intersections in recognition of its status as an “other regional road” and that this was in accordance with the city’s local planning policy 3.8.

In April this year the council received a petition requesting the city install speed humps on Beachside Pde between Zamia Rise and Templetonia Blvd.

The city had already been presented with the same petition in August last year before the council agreed in October to not support the installation of traffic treatments at that time while requesting that staff undertake further traffic counts on Beachside Pde following completion of the extension of Marmion Ave and opening of the Yanchep rail station.

The officer’s report presented at the June 12 ordinary meeting said installation of traffic treatments could be premature when changes to traffic patterns were expected.

Staff completed an earlier assessment of Beachside Pde, between Zamia Rise and Templetonia Blvd, which indicated the construction of traffic treatments could not be justified at the time.

The traffic count taken for the assessment was carried out in July-August last year and showed 2097 vehicles used Beachside Pde each day.

The average speed of those vehicles was 51.4 km/h and the 85 percentile speed was 58.7km/h and the percentage of heavy vehicles using the road was 8 per cent.

The report said since that earlier assessment staff had not undertaken any new traffic counts on Beachside Pde as the extension of Marmion Av and the Yanchep rail station were still under construction.

Some residents want speed humps installed on the section of Beachside Pde between Zamia Rise and Templetonia Blvd.

According to the report the latest Main Roads WA accident database showed there had been three minor and one major property damage only accidents reported on Beachside Parade for the five years from January 1, 2018 to December 31, 2022, however these occurred on the section of Beachside Pde between Yanchep Beach Rd and Zamia Rise.

In addition the petition organiser questioned the limited access onto Marmion Ave provided from the Capricorn coastal village development on the western side of Marmion Ave, specifically the anticipated increase in traffic that this would cause along Zamia Rise.

The officer’s report said works by the adjacent land developers to construct the Marmion Ave extension and Toreopango Ave were under way.

“Left in and left out access is provided at Biara Rd and Lindsay Beach Blvd and full movement access is provided at Zamia Rise,’’ the officer’s report said.

“These access arrangements have been provided in accordance with the Capricorn coastal village structure plan and the city’s local planning policy 3.8 (LPP 3.8): Marmion Ave arterial road access.’’

Templetonia Blvd is intended to extend further east, connecting to Marmion Ave.

“The city has recently received a subdivision application from the developer of the Capricorn coastal village which includes the construction of this section of Templetonia Blvd.

“This application has been supported by the city and referred to the Western Australian Planning Commission for approval.

“The subdivision application indicates that it is likely that the developer intends to construct the Templetonia Blvd extension within the short-to-medium term.

“The extension of Templetonia Blvdd will connect at the newly constructed roundabout on Marmion Ave.

“Also included in the construction works currently underway, is the delivery of a road east from the newly constructed roundabout on Marmion Ave to provide access to the Yanchep station.

“Once the extension of Templetonia Blvd is delivered by the developer of Capricorn coastal village, this will provide an east-west connection from Two Rocks Rd to Marmion Ave.

“It is anticipated that the works to modify the intersection of Splendid Ave and Marmion Ave to form a “T” intersection will be completed by August, which will allow the road to be opened to traffic.’’
