
FLYNN Dr is set to become a dual carriageway from Wanneroo Rd to Old Yanchep Rd, which will improve access to the Neerabup industrial area, Banksia Grove and the proposed future Whiteman Yanchep Hwy.
While she was in WA on November 2 Infrastructure, Transport, Regional Development and Local Government Minister Catherine King said the 2022-23 Albanese Budget included $15 million to enable the City of Wanneroo to dual Flynn Dr between Pinjar Rd and Old Yanchep Rd.
The City of Wanneroo welcomed the extra funding, which is in addition to $2.5m approved by the Coalition Government and the McGowan Government’s commitment of $20m for Flynn Dr from Wanneroo Rd to Pinjar Rd.
The project is divided into three stages with construction of stage 1 due to start in 2023.
Stage three is still to get environmental approval but the city is working toward a completion target of mid-2025.
The extra $15m funding was one of former City of Wanneroo mayor and now Pearce MHR Tracey Roberts’ election commitments in the May election this year.
Mrs Roberts was also the mayor when the city advocated for the upgrade through its Connect Wanneroo campaign and also in January 2021 when the council agreed to fund $250,000 for the design of the Flynn Dr upgrade.
The Flynn Dr upgrade will include a dual path for pedestrians and cyclists.
Wanneroo MLA Sabine Winton, who said she was often asked if the project would include a dual use path, also listed the dualling of Flynn Dr as a key piece of infrastructure required to develop the Neerabup industrial area.
Mayor Linda Aitken thanked the state and federal governments for their funding commitment to enable the city to deliver the infrastructure.
“The Neerabup industrial area is set to be one of the biggest industrial estates in Perth on completion, generating between 20,000 and 30,000 new jobs, and Flynn Dr will be crucial to its economic development,’’ she said.
“The volume of traffic on this section of Flynn Dr is expected to double by 2031, and our growing communities will also benefit from the improved connectivity and enhanced road safety provided by these upgrades.
“This upgrade will make the industrial area an even more attractive location for commercial, industrial and manufacturing businesses to establish their operations.’’
In October 2017 the Western Australian Planning Commission when seeking public comment on a proposal to amend the metropolitan region scheme to reserve land for the planned widening of Flynn Dr said it was anticipated that Flynn Dr would need to be duplicated to operate safely and at a satisfactory level of service by 2031.
In its 2021 Connect Wanneroo campaign the city said without an upgrade to Flynn Dr the Neerabup industrial area would struggle to attract an appropriate level of business investment and resulting employment.
