City of Wanneroo councillors are due to make a decision on the southern Two Rocks beach access foreshore management plan on July 22.

THE southern Two Rocks beach access foreshore management plan looks set to be approved by City of Wanneroo councillors at their next meeting on July 22.

An officer’s report presented to a briefing session on July 8 said a development application for the beach access and car park was being prepared for submission to the Western Australian Planning Commission (WAPC) for determination.

“This is required as the proposal is on Crown Land allocated as Bush Forever,’’ the officer’s report said.

Officers are recommending that councillors approve the beach access foreshore management plan and send a copy to the WAPC for consideration as a supporting document for a development application for the Two Rocks beach access and car park.

If the Two Rocks beach access foreshore management plan is approved a search of the site

for unexploded ordinances (UXO) needs to happen before construction of the access way can start.

Wanneroo assets director Harminder Singh said the UXO survey for the access way and the car park was scheduled to take place on April 26.

The officer’s report said this was required as the site was considered to have a ‘slight’ potential for UXO in accordance with the Department of Defence’s UXO mapping.

The report said the cost of the project was $4.06 million of which $2.14m was for rehabilitation and revegetation costs for implementing the foreshore management plan.

“The rehabilitation and revegetation costs include onsite and offset site activities such as vegetation clearing, revegetation and external offset, pre-clearing fauna inspection, dust management and restoration of local biodiversity loss,’’ the officer’s report said.

“The cost of these works has been budgeted for.”

According to the report, city staff and the Department of Water and Environmental Regulation (DWER) have engaged with the Two Rocks community on several occasions since the project’s inception.

These have included consultation by the city between August and September 2019, consultation by DWER on four occasions (11 March 2020, 28 June 2021, 18 February 2022 and 20 November 2023 and consultation by the city in November 2019.

“The responses received, largely reflect the community’s sentiments to not overly develop the area,’’ the officer’s report said.

“Once the foreshore management plan is adopted by the council, residents within 400m and community groups will be informed of the council’s decision.

“The final foreshore management plan will be published on the city’s website.’’
